PUBLIC WORKS DEPARTMENT
FOR EMERGENCIES DIAL 911
738-8822
We have a 14 man Department of Public Works staff who maintain our streets, sidewalks and parks and who provide us with the best refuse disposal service in Westchester.
Our refuse and recycling collection schedule provides three pick ups per week, twice a week for rear yard pick up of regular refuse and once a week for curbside collection of recyclables Refuse collection is governed by our refuse regulations. In addition to curbside recycling collection the Village of Pelham Manor operates a recycling center.
Recycling Center
Pelham Manor operates a drop off recycling center at the end of Spring Road, off the Boston Post Road just after the Hutchinson River Parkway overpass. All recyclable materials are accepted there. In addition, bulk metal such as appliances are accepted there. The center is open Monday, Thursday, Saturday from 8 a.m. until 12 noon.

Free Leaf Compost
The Village of Pelham Manor offers its residents free compost from its fall leaf composting program. The compost is good for soil enhancement and a great source of natural soil nutrients. The Village offers free delivery, too. To order a delivery, call 738-8822.
Do Not Overuse Fertilizer
Residents are urged to use only that much fertilizer on their lawn as is necessary to feed the grass. Excess fertilizer is carried off the lawn during rain fall and discharged into Long Island Sound. This causes excess nutrient loading in the Sound. These nutrients encourage algae blooms which consume the oxygen and kill fish and other marine animals. Careful lawn maintenance can avoid this problem and improve the bio-diversity of the Sound.
Streetlight Repair
The Village of Pelham Manor tries to maintain its streetlights on a daily basis. If a light near your home needs repair, don't wait, call 738-1000 and report the problem. The sooner we know, the sooner we can fix it.

RECYCLING
Pulp and Paper
These materials include newspapers, magazines, brown (corrugated) cardboard, brown paper bags and junk mail. The materials must be stored loosely in a sturdy container with a secure cover. Please do not bundle these papers with string, twine or any other material. According to County regulations, waxed paper, gray cardboard (cereal boxes, paper tubes, non-corrugated cardboard), paperback and hard cover books are NOT recyclable. These items should be disposed of in your regular refuse collection.
Cover Recycled Newspaper
Newspaper and other recycled pulp put out to the curb for collection must be securely covered. Blowing paper from recycling containers is one of the easiest sources of litter to eliminate in our village. Placing a rock, stone or other heavy object on top of papers is not sufficient or lawful. A sturdy container with a secure lid is the proper way to avoid this type of litter.
Glass Containers
These items include glass jars and bottles of all colors. Remove all caps and discard the plastic ones. Rinse and place unbroken containers in a securely covered container with other mixed recyclables. County regulations DO NOT allow light bulbs, windows or mirrors, crystal or drinking glasses, or ceramic to be recycled. In addition, broken containers and containers used for pesticides and herbicides are NOT recyclable.
Plastic Containers
Recyclable plastic containers are coded with a 1 or 2 on the bottom. Discard any plastic cap and rinse the container. Place containers in a securely covered container with other mixed recyclables. Five gallon plastic pails, foam plastic materials, film plastic and plastic flower pots are NOT recyclable. DO NOT recycle containers which have contained hazardous materials.
Metal Containers
Food and beverage cans, clean aluminum foil and trays and empty aerosol cans can be recycled. Discard any plastic cap and rinse the container. Place containers in a securely covered container with other mixed recyclables. Paint cans, aluminum siding, scrap metal, wire, tubes, sheet metal, motors, auto parts, appliances and hazardous materials containers are NOT recyclable. For information on these scrap metal items call 738-8822.

Notices and Regulations
Grasscycling and Back Yard Composting
Fall is a good time to start a back yard compost pile. Use your leaves to create rich soil for lawns and gardens. For information and a free pamphlet to help you start, call 738-8820. Grasscycling is another way to help improve the environment. Instead of bagging your grass clippings, leave the clippings on your lawn. They will decompose and return nutrients to your lawn.
Loose Leaf Season
The Autumn leaf collection season begins on October 15 each year. Please do not place loose leaves at the curbside before this date. The Village continues to collect loose leaves at curbside until December 15. After this date, all leaves must be placed in bags. The Spring leaf collection season begins on March 15 each year and ends on April 15. Each year rocks, stones and even bricks cause extensive damage to village leaf collection equipment. Please make sure your leaf pile does not contain any debris which will damage the fans in the collection equipment.
